I'm quite appalled by this thread...

Sometimes we (so-called normal folks) are the ones with the disabilities.

I would be careful to attack government workers for producing such
regulations. The legislative process occurs in the Congress, not in
the administration. Therefore, it is the government system which
allows loudly lobbying minorities to control the legislation process
and to induce laws for very particular interests.
