Yes you can. You must be working on Simplified Chinese Win95/98. Use the Adobe 4.2.x driver and true type fonts. Go into the printer setup and set true type fonts to print as either graphics, or type 42. This should work for you.
The key is to use true type font and the print them as graphics. This will produce a PDF that can be read, but cannot be searched. It will also be very big in size.
I have also experimented with the Chinese language add-on in English Word 97. I was able to create Chinese PDF's from there as well, but I am not as sure what I did (this was not for a project deliverable, so I didn't pay as much attention). Basically though, since Word 97 is Unicode based it works. Acrobat creates a FakeFont which, once created, does not allow the text within the PDF to be copied to be re-used (you can copy and paste, but the text is garbage, even back into Word 97), but I think that the PDF is smaller in size. This would be worth looking into further.
