You could use Capture to create a PDF from a TIF file. Make sure the TIF is grey-scale not colour. Use the PDF/Normal output setting in Capture.
For other graphics formats, a package such as Paint Shop Pro will convert a wide range of formats into TIF, then proceed as above.
