Not to denigrate the re:Mark suggestions. I don't know the product, but I have considered investigating it for my own purposes. However, it does require Exchange.
How about this for a work-around. If your PDFs are in Acrobat 3, you could produce forms from the files. Form fields can be filled in with the Reader. I'm not sure how this all works (just started using 3), but it seems that it would allow some sort of "annotations/comments" to be added to the documents.
Of course, if you are using 2.1, >:-{.
I believe Digidox also has an addin (or addon), which may require Exchange, but which allows some level of annotation. You might want to check them out:

Are there any applications available on the PC to annotate PDF files? We want reviewers who may not have Exchange to be able to read the PDF documents and attach review contents.
