As the first person to really put PDF on the web worldwide, take a look at

First off, your Distiller settings are probably at issue, as you can see from this sample site full quality can be maintained while on the web. Just print these pages, even to press, and you will be amazed (exclude pict quality, as they were supplied and scanned from a book). (Talk to me at pdfworkflows@home.com)
Note it may seem like its taking a while to download, but remember that it speeds up as you go through the pages, and that this site is not 72dpi, its full print resolution and its only 800k french and english!
Next make sure Acrobat is set up properly... Preferences>General turn off everything except Page Cash and Confirm File Open Links
Next in Netscape or IE, under Preferences, Helper Apps, fing the PDF one (the Reader plug-in should be in your plug-ins folder), and set it to utilize the plug-in Viewer.
