Thanks Scott, I have tried many variations on the same theme to no avail. My client requires that the final pdf for this publication be no more than 200k for distribution. I have chosen to use the ebook settings in Distiller for the "could-be-better-but-isn't-so-bad" solution. I still don't understand why the jpg and tiff graphics print out with a haze in the white areas surrounding the logos. The eps docs look much too distorted at 100 percent size on the screen to be acceptable. This is their logo after all.
In most cases, Screen vs. Print is the ultimate choice. You can sometimes find a nice balance twix the two, but not often. And jpeg data is, in my opinion anyway, a horrible little format for "for print" graphics in its current implementation in most programs. The halo you're getting is probably due to the throwing out of good data. I would recommend (since it looks like you have the option to) exporting the vector as decent-res (200 ppi or higher) TIFF for InDesign and then using JPEG High or Maximum in Distiller's compression setting to squeeze it and see how that works.
