I just got around to reading my mail, so I hope you already have solved this problem. It seems to me the problem is in your run command.
"c:\acrobat3\reader\acrord32.exe c96-lic-006-c96-1.pdf" Should read "c:\acrobat3\reader\c96-lic-006-c96-1.pdf" (if you were using the Run command)
If an Access icon is anything like a Windows 95 icon, this is how to fix it: Left click on your icon and go to the Properties. Your 'Start In" should be "c:\acrobat3\reader" and your Target should be "c96-lic-006-c96-1.pdf"
This assumes that your PDF file resides in the c:\acrobat3\reader directory, and that PDF files are associated with Acrord32.exe.
I hope this helps. I replied without opening Access so this is based on how Windows 95 icons work. I expect they work about the same.

One of our staff members has built a Microsoft Access database (recently converted to SQLServer) which includes information on the various contracts we write with vendors. As an extra feature, the database administrator has added the capability of viewing the actual contract by clicking on an "image" icon on the Access toolbar. We have used Capture 2.0 and Exchange to 2.1 to scan and/or convert the contracts to PDF files. To bring up the pdf file for viewing, Access has been programmed to issue a run command, much the same as if you typed "c:\acrobat3\reader\acrord32.exe c96-lic-006-c96-1.pdf" into the dialog box that appears when you choose "RUN" from the Windows 95 Start Menu. (Note: it is a lo-o-ong file name.)<
