No, you need Exchange in order to save files. There is a lower priced product called Exchange VPP which includes Exchange only (no PDFWriter, Distiller, Catalog). This is approximately $50 per seat and less depending on how many you buy. Talk to your local Adobe sales rep or integrator for details.
