I went through and tried optimizing. But then when I re-open the page
and set the bounds to zero and the entire page comes back. Does
anybody else see this?

When I first read this, I thought I knew an answer, but figured someone
else would chime in. I haven't seen it yet, so I just fired up my app to
check it out. I don't have the Standard version of Acrobat 6, so I may
be
describing something available only in 6 Pro:

If I choose "PDF Optimizer..." under the the "Advanced" menu and check
the "Enable Adaptive Compression" on the "Images" pane, I find the
outside-the-page images get cropped to the page. This control does offer
a quality slider, so it might proove useful even if you don't want any
degradation (of course, vector images wouldn't degrade, would they?).
