Open Distiller, and select Settings > Edit Adobe PDF Settings. Choose the Fonts category, and browse in the lists of fonts available in the different locations (under Embedding, Font Source). Fonts that have a Lock icon to the left of the font name do not allow embedding.
If you use Windows XP or later, you may also download a font properties extension from Microsoft: http://www.microsoft.com/typography/TrueTypeProperty21.mspx This will add several tabs to the font properties dialog box in the control panel, including embedding permissions.
