I'm very happy to discover that my claim was overstated. Most "execute menu item" functions do in fact work in the browser (Netscape 3, Mac). The only two items I had previously tried do not work, so I made a hasty conclusion that none of them would. Two that don't: exit/enter full screen mode, and show/hide toolbar. In both attempts I was trying to steal a little more screen space for the document from the fat Russian doll of nested OS, browser, and Acrobat interfaces.
I cc the list with apologies for my error, and pleased to confirm that a non-printing, forms-based navigation device can be incorporated easily into all of a document's pages, so it can safely be served to open without the toolbar or window controls showing.
