I seriously doubt that pdf is the best format for your problem since you will not be able to do any searching, sorting and other business functions on the pdf. Also the quality of the pdf would need to be tested since microfich is simply a film negative that is enlarged onto a ground glass, is it not. So your image on a computer would be several thousands of pixels by several thousands of pixels in order for your to read the information which as probably an 8x11 sheet of paper before being microfilmed. How much resolution you will need will be a serious factor as to how much dpi you need in the final image. If you use 6 point or smaller type, 72 dpi isn't going to work for you.
Next, just putting the info into electronic form isn't enough. How will you find invoice #337788 on 100 CD-ROMS?
You might not like the software that has been designed to handle this problem at this point in time but what happens a year from now when you suddenly realize that it has its value?
I saw a nice product made by Canon which dealt with this problem and this was several years ago so there are probably even better solutions today.
From the volume you mentioned, it sounds as if you are a fairly large company and that this is not a small project. Please take my advice and don't seek answers from people who don't have a lot of experience in this field (I certainly don't) and don't act hastily lest you waste a lot of time and money.
At the very least, find a similar company with a similar problem and ask how they solved it, what were their problems and what would they do differently. Bite the bullet and accept that there isn't going to be an easy answer for this problem and you will have to invest some time in finding a correct solution. Don't by any means take the easy way out because it will in the long run be the most difficult path.
My guess is that you are going to have to scan the microfiche, for instance using a Nikon scanner or a special scanner with adapter. The scan will produce it's own data file. You'll nead some application to read that file. If you use an application that reads the file format you'll save distilling time which would be quite significant in your size and volume.
You'll need a database to store the information and some method of retrieving a special file or would you prefer looking in directories manually for one file in 22,000?
