Funny this question should pop up today. I am currently working on developing a standard approach for Database handled page(s) level security (Document databases). I do consulting with customers that seek to implement large document databases (in PDF) and all other kinds of uses once a file is in PDF (Print On Demand, distributed viewing / printing, CD-R distribution, mainframe to PDF conversions, Consolidating various separate customer documents in a single package, etc...)
I will also visit Oracle this afternoon to see what their PDF integration looks like... I'll keep the list posted. Informix has PDF handling with the "DataBlade" option... I am to do some research on DBMS that handle PDF...
For now, let me briefly address your questions (signature at the end):

I know how to set security levels for entire PDF, but has anyone heard of a way to set a password for viewing a single page within in a PDF document?
I plan to use a database with pointers to page(s), (i.e. doc_id, cust_id, start_page, end_page). Access will be either from database first (list all document pages for cust_id, then select from list) or from full text search, then validate before serving the pages (from doc_id, page #, look-up in database if current customer has right to view, then serve or not reply).
I am in the process of developping approaches that would enable "portable" loading of this information in any database. I will check with my customer and if it is OK, I will publish it publicly.
I have tought of various ways of doing it within the PDF itself but I concluded that a Database will allways be needed anyway. Mind you, I plan to develop a scheme that would (optionally) embed page identifications in the PDF file so it could be processed by custom handlers.
