I guess there's no excuse if it's in the documentation. But I read the online documentation and mistakenly believed I could (and was supposed to) "open the document" via the Create Link dialog's Action Type option: Open File. I see now that feature is to be used only if you want to specifically go to the predefined "open page" (which you can set in Document Info under the File menu) of the target document. It seemed the obvious route and I took it rather than reading the instructions carefully. At least one other user out there apparently reached the same incorrect conclusion--that you can only link (within Exchange) to the first page of another PDF document. So it might be worth clarifying in the online documentation that (a) the Create Link dialog's Action Type option, Open File, is NOT to be used if you want to link to some page other than page one of another PDF document and (b) you need instead to use File/Open to access that other document. Of course, it wouldn't hurt to change the interface (perhaps by having two Open File options, one that restricts the link to the predefined Open page and one that permits linking to any page in the file that is opened).

In Acrobat Exchange, choose the Link tool. Draw your link box and allow the Create Link dialog box to appear. In the Create Link dialog box, leave the destination at "Go to Page". From the File menu, choose Open. Open your destination PDF file and go to the page and view you want your link to take the reader to. Click Set Link.
This is documented on pp 58-60 in the Exchange on-line Help file. On page 60 it reads: "(If you are linking to another PDF document, open the document and go to the destination page within that document.)"
