In Acrobat Exchange, choose the Link tool. Draw your link box and allow the Create Link dialog box to appear. In the Create Link dialog box, leave the destination at "Go to Page". From the File menu, choose Open. Open your destination PDF file and go to the page and view you want your link to take the reader to. Click Set Link.
This is documented on pp 58-60 in the Exchange on-line Help file. On page 60 it reads: "(If you are linking to another PDF document, open the document and go to the destination page within that document.)"
