When I opened the same pdf it did take some time, and for a while there was nothing but a white screen as my browser locked up for a moment (maybe 20 seconds). Eventually the browser snapped out of it and the pdf was displayed. It's possible that due to network traffic, bandwidth limitations, etc., the page is just taking a while to load and the client is being impatient and closing the window before the page is displayed. I noticed that it was distilled as a 1.5 pdf. Maybe there's more information and decoding that the browser has to do before the page displays. I'm no expert in that regard so don't take that as gospel.
I went to the above address using XP, selected the "overview" pdf, it opened Reader 6, and IE displayed the pdf in the browser window. Looked fine to me.
