The current releases of Aladdin Ghostscript include a PDF 1.0+ interpreter which runs on all Ghostscript platforms (MS-DOS, MS Windows, OS/2, Macintosh, all Unix systems, VMS, ...). The Ghostscript ps2ascii utility, although designed to run on top of the PS interpreter, may well also work with PDF (I can't say I've tried it); but if it doesn't, it would certainly not be difficult to make it do so. This is a pretty roundabout way of getting what you want, and the quality may not be ideal, but it's very, very portable, it comes with full source code, and it's free as long as you don't want to redistribute it in a commercial product.
I suspect Acrobat has this capability already, but since I don't have Acrobat, I wouldn't know.
